我国现有人才体制机制涉及人才引进、评价、流动和激励各个环节,反思我国现有人才工作机制,查摆存在的问题,对进一步深化人才发展体制机制改革、促进人才科学发展有着重要的意义。海外人才引进机制:应加大人才团队和创业型人才引进力度引进海外人才尤其是高层次人才是我国的重大人才战略,是统筹开发利用国际国内两种人才资源的重大举措。现阶段,我国海外人才引进工作还存在一些不足,主要表现在:
