In July 2016, the U.S. Atomic Sciences Bulletin, Volume 72, Number 4, published a paper entitled “Submarine Cables and Future Seabed Competition” written by Bryan Clarke, a senior fellow at the Center for Strategic and Budgetary Assessments in the U.S. think tank. The article said that at present almost all of the voice and Internet communications are transmitted through the undersea fiber optic cable, and even important military and financial information transmission is no exception. These communications lines have serious consequences in the event of a failure or interruption. Therefore, the state should attach importance to and develop new underwater technologies to meet the security challenges that the country faces in the future. The Importance and Challenges of Submarine Cables Two-thirds of the world’s area is covered by oceans. In the past, the oceans merely served as a buffer against commercial and military passageways or national defenses
