实行依法治国,立法是前提,普法是基础,执法是关键。因此,只有严格执法,依法治国方针才能全面得到贯彻实施。如何才能做到严格执法,最近,我们对淮南市建立和推行执法责任制情况进行了调查研究,发现淮南市在这一方面的探索为我们提供了许多有益的经验。淮南市建立和推行执法责任制是从1996年初开始的。他们首先选择了12家执法单位进行执法责任制试点工作,试点结束后,在总结经验的基础上,于1997年4月,在全市行政执法部门和司法机关全面铺开。淮南市建立和推行执法责任制的实践表明,建立和推行执法责任制对于严格执法,进而实行依法治国,建设社会主义法治国家具有十分重要的意义,建立执法责任制是实行依法治国的有效途径。
To administer the country according to law, legislation is the premise, popularization is the foundation, and law enforcement is the key. Therefore, only by strict law enforcement and the principle of governing the country according to law can we fully implement it. How we can strictly enforce the law? Recently, we conducted a survey on the establishment and implementation of the law enforcement responsibility system in Huainan and found that Huainan City’s exploration in this area has provided us with many useful experiences. Huainan City to establish and implement law enforcement responsibility system from the beginning of 1996. They first selected 12 law enforcement units to carry out pilot work of law enforcement responsibility system. After the pilot project was completed, based on the experience gained, in April 1997, the administrative law enforcement departments and the judicial organs in the city were fully launched. The practice of establishing and implementing the responsibility system for law enforcement in Huainan City shows that establishing and implementing the responsibility system for law enforcement is of great significance to strictly enforcing the law and further implementing the principle of governing the country according to law and building a socialist country governed by law. Establishing a system of law enforcement responsibility is an effective way to administer the country according to law.
