政绩评估意义重大,有效的政府管理必须建立起科学、合理、操作性强的绩效评估机制,其中,确立价值标准是前提,构建指标体系是基础。我国政府应该根据效率与公平并重、效率与民主兼顾、经济增长与社会发展同步等价值标准来构筑符合国情的政绩评估指标体系。这个指标体系涉及范围极广,包括国民经济、人民生活、科教文卫、生态环境、社会治安等众多方面。此外,在政缋评估主体和评估方法等方面也必须注意一些重要问题,进行制度创新,如组建独立于政府的专业性政绩评估机构、保证统计工作的真实性、将定量定性评估相结合、区分客观条件与主观努力,等等。
