引言《中华人民共和国飞行基本规则》对空域的划分是这样描述的:“空域通常划分为机场飞行空域、航路、航线、空中禁区、空中限制区和空中危险区等。空域管理和飞行任务需要的,可以划设空中走廊、空中放油区和临时飞行空域。”可见,我国目前是单一管制空域。低空空域一般指3000米以下,参照ICAO空域划分法,应属G类空域。对待G类空域国际通行的理念是“最大程度利用、最小程度限制,目视飞行、自主运行、自负责任”。以目前民航的的装备水平,欲在此空域提供管制服务、承担管制安全责任是比较困难的。因
