2011年,大连石化公司生产新区8套大型炼油生产装置整体停工检修。检修过程中产生的残液以及塔器和容器清洗、蒸煮、钝化等过程中产生的高污染负荷污水,如果直接排进污水处理场,将超出其设计处理能力。为解决这一矛盾,生产新区、供排水车间(污水处理场)、储运车间等部门结合实际情况,研究制定了“上、中、下游一体化”的解决方案:加强监测、监控及现场检查力度,组织实施环保隐患问题整改;对污水处理场运行工艺进行调整,在污水处理场配接临时工艺线,分三路流程进行分类缓存,正常污水直接进入污水处理系统,硫化物、氨氮较高的异常污水进入2号调节罐,硫化物、氨氮较低和COD较高的异常污水进入一期闲置生化池;加强污水处理场管理运行和水质动态跟踪监测控制。方案实施后,及时完成了污水处理任务,按照规定节点空出了应急空间,保障了生产有序进行。
