主任、副主任、秘书长、各位委员:现就全省公立医院综合改革情况报告如下:一、我省公立医院综合改革的基本情况自2009年党中央、国务院部署开展新一轮医改以来,我省坚持“保基本、强基层、建机制”的原则,全面推进三年五项重点改革,较好地完成了各项改革任务。2011年,国家提出以县级公立医院作为突破口,进一步深化公立医院改革。省委、省政府对此高度重视,经过深入研究,充分听取各方面意见,明确提出以“药品零差率”为切入点、以推进优质医疗资源下沉为重点的改革思路。从2011年底6个县(市)率先启
