美国、法国水利投融资运作机制的特色在于建立权责明晰的分摊投资机制,形成多元化、多渠道的融资机制以及政府与市场相融合的补偿机制。当前我国水利投融资正处于政府单一投入向市场化融资演进的转型期,借鉴美国、法国水利投融资运作的成功经验,有助于完善我国水利投融资体制机制。 The mechanism of investment and financing of water conservancy in the United States and France is characterized by the establishment of a well-defined mechanism of sharing investment and formation of rights and responsibilities, the formation of a diversified and multi-channel financing mechanism and a compensation mechanism integrating the government and the market. At present, China’s water conservancy investment and financing is in a transition period of single government investment to marketization financing. Drawing on the successful experience of investment and financing in the United States and France, it is helpful to improve the institutional mechanism of water conservancy investment and financing in China.
