中国北车集团大连机车研究所有限公司基础事业部包括试验检测中心和科技信息中心。试验检测中心承担了铁道部产品质量监督检验中心内燃机车检验站的工作;科技信息中心承担了《铁道机车与动车》、《国外铁道机车与动车》杂志出版以及科技情报服务的工作。基础事业部同时为用户开发、制造各种机车滚动试验台、柴油机试验台、机车水阻试验台、增压器试验台及和谐型机车检测设备、内燃机车零部件专用试验检测设备等试验装备。铁道部产品质量监督检验中心内燃机车检验站,承担着铁路内燃机车产品的试验检测和质量认证工作。在国内内燃机车整车及部件开发、研制、鉴定、质量认证等方面,发挥着无可替代的作用。机车定置试验台、柴油机综合性能试验台、增压器性能试验台、液力传动装置试验台、机车冷却系统试验台、燃油系统试验台、振动冲击试验台、脉冲压力试验台、高低温试验台以及机车柴油机主要零部件电子、电控试验检测装备等13个试验台通过了国家试验室认可评审,具有出具权威公证数据的资格。
