深圳市为了规范企业非破产原因的清盘行为,保护债权人、投资人和其他利害关系人的合法权益,维护特区经济秩序,市人大二届一次会议通过了由深圳市工商局起草的《深圳经济特区企业清算条例》,定于今年10月1日开始施行。 根据《条例》的规定,深圳市工商部门为企业清算的主管机关,依法对企业清算进行监督和管理。这是我国第一部赋予工商部门这一职能的地方性法规。为了有效地履行这一职能,目前深圳市工商局成立了清盘管理处。 依法对企业清盘行为进行监督管理是新时期赋予工商行政管理部门的一项重要职责,也是工商部门对社会主义统一大市场进行监督管理的一个重要方面。《条例》的出台,对于完善企业非破产清盘的法律体系,加大工商执法力度,拓宽工商执法领域,维护市场经济秩序必将发挥重要作用。

The promulgation of the ”Regulations" will surely play an important role in improving the legal system of non-bankruptcy liquidation of enterprises, increasing the intensity of industrial and commercial law enforcement, broadening the field of industrial and commercial law enforcement and safeguarding the market economic order.
