在一个有着2000多年中央集权历史传统的中国,实现像西方国家那样的地方分权或者地方自治不仅有着重大的历史意义,更有巨大的阻碍。地方分权是适应信息化、全球化、民主化的必然选择。为了充分发挥地方的积极性,创造性,提高行政效率,更好的为地方服务,同时避免地方分权可能带来的消极影响,有必要在现有条件基础上完善相关制度设计,处理好地方财权与事权的关系,培育地方自主意识,以实现地方分权与中央集权的良性互动。
In a China with a history of more than 2000 years of centralization, achieving decentralization or local autonomy like the Western countries is not only of great historic significance but also of great impediment. Decentralization is an inevitable choice to adapt to informationization, globalization and democratization.
