目的:从患者的角度,了解社区卫生综合改革的变化和社区卫生服务机构的服务提供及需要改善的情况。方法:在全国范围内按照东、中、西的地理分布兼顾经济发展水平,选取杭州等8个城市,从每个城市中随机抽取12个社区卫生服务机构,对当日门诊病人进行随机问卷调查。结果:就诊患者对社区卫生服务的总体满意度较高,对社区卫生服务较医改前的变化反映较好。其中,患者对服务环境、服务态度和就诊方便程度的满意度较高,对药品种类、药品价格、报销比例和主动服务的评价处于中等或偏下。结论:巩固和完善基本药物制度;积极推进医保支付制度改革;提高医疗保障水平,减轻患者负担。
OBJECTIVE: To understand from a patient’s point of view changes in the comprehensive community health reform and community health service delivery and improvement needs. Methods: According to the geographical distribution of east, center and west, taking into account the level of economic development nationwide, eight cities such as Hangzhou were selected. Twelve community health service agencies were randomly selected from each city, and randomized questionnaires were conducted among outpatients on the day. Results: The overall satisfaction of patients with community health services was high, and the changes of community health services were better than those before the medical reform. Among them, the patients were more satisfied with the service environment, service attitude and convenience of treatment, and they were moderate or under-rated on the types of medicines, the price of medicines, the proportion of reimbursement and the evaluation of active service. Conclusion: Consolidation and improvement of basic medicine system; Actively promote the reform of medical insurance payment system; Improve the level of medical insurance and reduce the burden on patients.
