用电管理是在国家政策法令的指导下,为了满足经济发展和人民生活用电增长的需要,对用户的用电,进行合理有效管理的全部经营活动。随:着市场经济的确立,电力企业体制的变化,电力企业要取得自身及社会最大的经济效益,不仅要搞好发供电的安全生产,而且必须通过销售环节,搞好用电经营管理。国家电力公司提出的公司制改组,商业化运营,法制化管理的改革战略以及《电力法》和《电力供应和使用条例》的相继颁布,为法制化用电管理提供了法律依据和保障,促使尽快实现用电管理法制化,逐步形成依法管电,依法用电的法制环境和市场秩序。
