警察权能是警察机关在履行职务时所实际生成的法律能力,也就是理论警察权的实现当量。决定警察权能的有法律授权、警察素质、警务装备和运行机制四大要素。作为一种系统生成能力,警察权能诸因素中的任何一项的品质,都会对整个警察权能的强弱优劣产生显著影响。要高度警惕警察权的异化,努力促使警察权能各个要素之间的匹配耦合与整体联动,确保其不可逆转地转换成优质强劲的警察权能,从而彰显巨大的法治力量。
Police power is the legal capacity that police agencies actually generate when performing their duties, that is, the realization of theoretical police power. There are four elements that determine the powers of the police: legal authority, police quality, police equipment and operational mechanisms. As a system of production, the quality of any one of the elements of police power will have a significant impact on the strengths and weaknesses of the overall police power. It is necessary to be highly vigilant in the alienation of police power and work hard to promote the matching and linkage between the various elements of police power and the overall linkage so as to ensure that it is irreversibly transformed into a high-quality and powerful police power, thus demonstrating a great force of the rule of law.
