“小说”最初并不是一个稳固的概念,而是一种价值判断,指理论价值低的学说。在《汉书.艺文志》中,“小说”仍然延续了先秦的这种价值上的判断,用以指方士们为了谋取利禄而依托古人所作的“鄙薄”、“价值低”的作品。同时,方士们的这些作品还被列为诸子十家中的一家,这实际上也就增强了对“小说”在文体上的判断,使得“小说”作为一个文体概念稳固下来了。《汉书.艺文志》中的“小说”是价值判断和文体判断的结合。
