2013年7月,联合国秘书长潘基文针对“保护的责任”发表了其第5份专题报告:《保护的责任问题:国家责任与预防》,进一步推进了“保护的责任”概念的发展。“保护的责任”概念因其存在对不干涉内政原则和国家主权原则的挑战而一直备受国际社会关注,我国也随着“保护的责任”概念的不断深化发展而改变了对其的态度。所以,我们有必要对几年来“保护的责任”概念的发展进行研究。
