自1979年迄今的10年来,中港经济合作为双方带来利润与机会。香港以代理或分判的形式,在中国生产中下价产品,争夺国际中下价市场。笔者称这种合作为“第一层次的合作关系”。在这一时期,北迁的港厂,及在近两年渐多的西流的台资,以至其他的外资,均以这种合作关系为主。深圳特区在提供低工资、低地价及低税率等优越条件外,毗邻香港,语言文化相通亦是东南亚以至全世界及中国境内其他地区无可比拟的独特条件。据估计,80年代初迄今,已有超过1/5中小型企业的港商先后将部分工序甚至整厂北迁深圳及其邻近的珠江三角洲一带,而部分工业如皮革业,更有高达95%
In the 10 years since 1979, China-Hong Kong economic cooperation has brought both profits and opportunities. In the form of agency or sub-contracting, Hong Kong produces mid- and lower-priced products in China and competes for the international middle and low price markets. I call this cooperation as “the first level of cooperation.” During this period, the port plants moved northward, as well as the increasing number of Taiwanese funded by the West Bank in the past two years and other foreign funds, all dominated this cooperative relationship. The Shenzhen Special Economic Zone is located adjacent to Hong Kong with the advantages of low wages, low land prices and low tax rates. It is also a unique condition unparalleled in Southeast Asia and the rest of the world as well as in other parts of China. It has been estimated that by the early 1980s, more than one-fifth of the small and medium-sized enterprises in Hong Kong have successively relocated some of their operations or even the entire factory to Shenzhen and its neighboring Pearl River Delta.
