铁路实行股份制尚缺乏必要的运行环境,主要是铁路(运输)企业实际上不被赋予定价权。铁路实行股份制有诸多困难:使铁路集中统一指挥的难度加大;不利于路网整体建设;资产评估将耗费巨大的人、财、物力;即使是新建铁路搞股份制问题也不少。因此,铁路推行股份制应慎之又慎,当前,必须通过建立基金制、大力发展合资铁路来加快铁路建设。
There is still a lack of a necessary operating environment for the implementation of the railway stock system, mainly because the railway (transport) enterprises are not actually given the pricing power. The implementation of joint-stock system has many difficulties: making it more and more difficult to centralize and direct the railway; it is not conducive to the overall construction of the road network; asset assessment will consume huge amounts of people, financial resources and material resources; and even the joint-stock system for new railway construction will be quite problematic. Therefore, the implementation of the railway joint-stock system should be cautious, at present, we must establish a fund system, vigorously develop the joint-venture railway to speed up railway construction.
