本文着重论述了荆江和洞庭湖相互影响和制约的关系,认为荆江裁弯和四口分流分沙逐渐变小对减轻洞庭湖区的泥沙淤积和洪涝灾害(包括荆江和江汉平原地区)有利,但却引起了城陵矶河床和水位高程的抬高,又阻碍了洞庭湖的泄流排沙,不利洞庭湖的防洪。江湖关系这一矛盾和洪涝灾害,只有靠三峡水利枢纽工程兴建才能基本解决。在三峡工程兴建前,所有减轻荆江和洞庭湖区洪涝灾害的对策,都应从研究理顺江湖关系出发,使其符合江湖两利的原则。
This paper focuses on the relationship between Jingjiang River and Dongting Lake. It is concluded that the reduction of Jingjiang River bend and the diversion of the four streams will be beneficial to the reduction of siltation and flood disasters (including Jingjiang and Jianghan Plain) in Dongting Lake area It caused the elevation of Chenglingji riverbed and water level elevation, hindered the drainage and sediment discharge of Dongting Lake and adversely affected the flood control of Dongting Lake. This contradiction between rivers and lakes and floods and disasters, only by building the Three Gorges Project can be basically solved. Before the construction of the Three Gorges Project, all countermeasures to mitigate the flood and water damage in the Jingjiang and Dongting Lake areas should proceed from the study of rationalizing the relationship between the rivers and lakes so that they are in accordance with the principle of both the benefit of rivers and lakes.
