党的十八届四中全会通过了《中共中央关于全面推进依法治国若干重大问题的决定》,明确提出全面推进依法治国的总目标是建设中国特色社会主义法治体系,建设社会主义法治国家。认真学习、深刻领会、全面贯彻党的十八届四中全会精神,是当前和今后一个时期全党全国的一项重大政治任务。如何将依法治国的目标、原则和要求贯彻落实到保密工作中去,全面推进保密法治建设,也成为摆在全国保密系统面前的一项重大而紧迫的课题。全面推进保密法治建设,要在保密立法上狠下功夫。《决定》提出“贯彻落实总体国家安全观,加快国家安全法治建
The Fourth Plenary Session of the 18th CPC Central Committee passed the Decision of the Central Committee of the Communist Party of China on Several Major Issues in Ruling the Country Governing by Law in an All-Round Way. It clearly states that the general goal of comprehensively promoting the administration of the country according to law is to build a socialist system of rule of law with Chinese characteristics and build a socialist country ruled by law. To seriously study, profoundly understand and thoroughly implement the spirit of the Fourth Plenary Session of the 18th CPC Central Committee is a major political task for the entire party and the whole country for the present and in the coming period. How to implement the objectives, principles and requirements of governing the country according to law in the work of secrecy and promoting the construction of law and order in a comprehensive manner has also become a major and urgent issue before the national security system. To comprehensively promote the construction of law and order in secrecy, we must make great efforts in secrecy legislation. The ”Decision“ proposes that ”implementing the overall concept of national security and speeding up the construction of the rule of law by national security."
