企业优化劳动组合的必要性及其意义建国以来逐步形成的统包统配的劳动人事制度与深化改革的要求很不适应,弊病较多,使企业失去了最基本的活力源泉。近几年来,我站虽然在经营机制上进行了一些改革,但总的来看,仍然没有触动“铁饭碗”、“铁工资”、“铁交椅”。具体表现是:(1)机构重叠,内耗多,效率低;(2)劳动组织僵化,束缚人才潜力发挥;(3)缺乏竞争意识,开发人才资源渠道少,环节多,用人权不落实;
