山东是人口大省、兵员大省,该省的预备役军官数占全国的十分之一。近年来,该省从实现富国和强军相统一的高度,把预备役军官队伍建设作为一项战略任务来推进,认真落实双重领导制度,积极研究破解新形势下加强预备役军官队伍建设的措施办法,使预备役军官队伍组织结构日趋合理,整体素质不断提高,职能作用发挥明显,有力地推动了国防与经济建设的协调发展。
