十八大报告进一步理顺了社会管理在社会建设中的定位,列明社会管理的重点,论述了社会管理与国家安全的关系。“法治保障”是构建现代社会管理体制的需要,是促进社会规范有序运行的需要,是深化行政体制改革的需要。要通过加强社会管理法律和制度建设,培育法律意识,发挥政法机关的职能作用,切实履行法治保障的功能。
