随着对外开放和各种新材料、新工艺技术的引进和使用,新的有毒有害物质也不断增加,各种形式的职业危害日趋严重[1]。近几年随着铁路运输产业日益发展,职业有害因素不断增加,影响了劳动者的生理、心理健康[2]。根据WHO“人人享有职业卫生”的全球策略,国家有关卫生机构,如疾病预防控制中心、卫生防疫站、劳动卫生职业病防治研究所等,需为企业提供良好的、合格的职业卫生服务。铁路行业是我国国民经济的命脉,因其生产机制以及组织机构的特殊性,普遍存在企业领导重视不够、职工缺乏自我保护意识,职业卫生档案不全、体检制度不健全等职业病防治问题,故要求铁路疾病预防控制机构在职业病防治法修订的背景下,结合我们辖区企业的自身特点,探索出辖区企业职业病防治的有效措施。
With the opening to the outside world and the introduction and use of various new materials and new technology, the new toxic and harmful substances are also increasing, and the occupational hazards in various forms are becoming increasingly serious [1]. In recent years, with the increasing development of the railway transportation industry, occupational harmful factors are constantly increasing, affecting the workers’ physical and psychological health [2]. According to the WHO “global occupational health for all” strategy, relevant national health agencies such as CDC, health and epidemic prevention stations, and Institute of Occupational Health and Occupational Disease Prevention and Control should provide enterprises with good and qualified occupational health services . Railway industry is the lifeblood of our country’s national economy. Because of its production mechanism and the particularity of its organizational structure, there are ubiquitous occupational disease prevention and control problems such as inadequate attention of business leaders, lack of awareness of self-protection among workers, inadequate occupational health records and inadequate medical examination system. Therefore, Disease prevention and control institutions in the context of the revision of occupational disease prevention law, combined with our own characteristics of enterprises in the area to explore the area of effective prevention and control of occupational diseases.
