《关于加强检验检测公共技术服务进一步支持中小微企业健康发展的指导意见》（以下简称“《指导意见》”）是对“大众创业、万众创新”“供给侧结构性改革“的重要指导文件。其编制过程突出了四个特点。一是突出实效。《指导意见》主要举措都是从地方质检部门的实践经验系统总结而来，可操作、可落地。
