当前，欠发达地区统筹城乡党建工作普遍面临着内在动力不足、与城乡发展大局结合不紧、缺乏有效的工作载体和激励保障机制、责任意识不强等问题。在组织设置、人才交流、资源整合、责任落实等四个方面实现城乡党建的一体化，是创新欠发达地区统筹城乡党建工作的有效路径选择。
