关注民生,化解矛盾是构建社会主义和谐社会的关键所在,也是坚持“以人为本”的科学发展观的最直接体现。党的基层组织只有解决好这一重大课题,才能为构建和谐社会做出应有贡献。一、关注民生是基层党组织面临的新的重大课题(一)关注民生是构建社会主义和谐社会对基层党组织的客观要求党的十六届六中全会提出了构建社会主义和谐社会的奋斗目标和社会发展任务。
