随着社会的发展和国际间经济交往的需要,国际劳务迁移已逐渐发展为一种国际间必要的劳务形式。目前,世界各国都十分重视国际劳务贸易的发展。80年代以来,美国政府把劳务贸易作为对外贸易战略的一个重要手段,许多发展中国家,也纷纷制订各种措施,加强劳务贸易。通过劳务贸易,不仅可以加强劳务输出国和输入国的交往,而且双方都能从中得到利益。劳务输出国把大批劳务输送到国外,一方面可以解决劳动力过剩和就业问题,另一方面,劳务人员汇回大量外汇,可以增加外汇收入。同时,劳务输入国可以缓和当地劳动力不足的现象,以满足大规模经济建设对劳动力的需求,其次,可节省培训劳务人员的投资和时间,能较快地收到经济效益。
With the development of society and the need for international economic exchanges, international labor migration has gradually developed into an international form of labor. At present, all countries in the world attach great importance to the development of international labor trade. Since the 1980s, the U.S. government has used labor trade as an important means of its foreign trade strategy. Many developing countries have also formulated various measures to strengthen labor trade. Through labor trade, not only can the exchange of labor exporting countries and importing countries be strengthened, but both sides can also benefit from them. Labor exporting countries have exported a large number of labor services to foreign countries. On the one hand, they can solve the problem of labor surplus and employment. On the other hand, labor service personnel remit large amounts of foreign exchange to increase foreign exchange earnings. At the same time, labor importing countries can ease the shortage of local labor to meet the labor demand of large-scale economic construction. Second, it can save the investment and time of training personnel, and can quickly receive economic benefits.
