《寻找公共行政的伦理视角》是中国人民大学教授、博士生导师张康之先生的一部力作。该书通过对公共行政一系列经典理论的历史考察,揭示了现代公共行政的“思想模型”中的各种缺陷。书中采用了理论与实践一体性的视角,富有创见地认为整个20世纪公共行政的理论和实践的根本缺陷在于放弃了伦理向度。对于公共行政的这一缺陷的救治问题,作者从公共行政的制度、程序、行政人员的行为等方面提出了伦理化方案,特别是提出了在公共行政领域中拒绝权利这一大胆的设想。
“Looking for the Ethical Perspective of Public Administration” is a masterpiece by Professor Zhang Kangzhi, a professor and PhD supervisor at Renmin University of China. The book examines a series of classical theories of public administration and reveals various shortcomings in the “mental model” of modern public administration. The book adopts the integration of theory and practice, and creatively believes that the fundamental defect of the theory and practice of public administration throughout the 20th century lies in the abandonment of ethical dimensions. As to the remedy of this defect of public administration, the author proposes the ethical program from the aspects of public administration system, procedure and administrative staff behavior, especially puts forward the bold idea of rejecting the right in the field of public administration.
