辽宁西北部地区,位于北纬41°20′-43°02′,东经120°16′-123°45′之间,属北温带大陆型季风气候区。四季分明,春季干旱多风,夏季炎热多雨,秋季多旱少雨,冬季寒冷少雪;年平均气温6.5-9℃,一月平均气温-11～-13.5℃,七月平均气温23.8～25℃;≥10℃积温3000～3341℃;日照时数2787～2896小时;降水量400～600mm,多集中在6～8月份,约占68%～70%;无霜期140～158天;土壤主要为褐壤、棕壤和风沙草甸土。
