我公司从1988年1月组建后,即着手进行永城矿区青町至永城铁路支线的总承包工作.该线初设是铁道部第四勘设院承担,国家计委和原煤炭部1987年10月批准概算总投资为6782万元,并要求按此数额进行总承包.该线全长34.088Km,铺轨长度41.114Km,全线分为青町交接场、区间及水城集配站三部分,其中青町交接场施工招标采取议标方式,由淮北煤建公司中标,1988年第四季度开工,已完成全部线下工程.区间和永城集配站通过邀请招标方式由淮北矿建公司和铁道部十五工程局共同中标,并签订了分包合同,总工期为21个月,计划在1991年3月全线竣工移交.在招标选择施工单位时,经上级批准,引进了外部系统铁路专业施工队,在扣除应属于建设和设计单位的费用后,招标后施工单位分包价总计为4812万元,低于工程概算投资22.97%.
After the establishment of our company in January 1988, we started the general contracting work of the Qingcheng Mine-Yongcheng Railway Extension Line in Yongcheng Mining Area. The line was initially set up by the Fourth Exploration Institute of the Ministry of Railways, and the State Planning Commission and the original Coal Department 1987. In October of this year, the estimated total investment was 67.82 million yuan, and the total contracting cost was required. The total length of the line was 34.088Km, the track length was 41.114Km, and the whole line was divided into three parts: the Greenfield handover site, the interval, and the Shuicheng Distribution Station. The construction bidding for the construction contract of the Green Town Crossing was adopted by the Huaibei Coal Construction Company. The construction was completed in the fourth quarter of 1988 and all the offline projects have been completed. The interval and the Yongcheng Distribution Station were invited by the Huaibei Mining Construction Company and the Ministry of Railways. The 15th Engineering Bureau jointly won the bid and signed a subcontract with a total construction period of 21 months. It is planned to complete the handover in March 1991. In the tender selection of the construction unit, with the approval of the superior, the external system of the railway construction team was introduced. After deducting the expenses that should belong to the construction and design unit, the subcontractor’s subcontracting price after the bidding totaled 48.12 million yuan, which was lower than the project’s estimated investment of 22.97%.
