前两年,我们物资部门的增强企业活力基本上是沿着简政放权、减税让利的思路进行的,那么,在深化企业改革的今天,进一步增强企业活力的主要途径是什么呢? 一、调动企业和职工的行为机制是当前深化企业改革最为迫切的要求目前,从我国一些活力较强的企业来看,其活力主要是靠享受国家和地方各级政府为企业制定的特殊政策和照顾,靠行政主管部门为企业下放机构设置、人事调配、经营决策、资金使用等权力,靠价格增长和减税等获得的。长此下去,必然会带来三个问题: 一是国家财力难以承受企业过多或过长时间的照顾而使国家财政收入减少的压力。二是长期采用这种简政放权,减税让利政策,必然使企业的很多同志习惯于到处讲困难、讲客观,懒于在所有权与经营权分离,切实加强企业内部经营机制和调动职工积极性,发挥职工民主参与企业管理这两个基本点上下功夫。
In the past two years, the enhancement of corporate dynamism of our material department was basically carried out along the lines of decentralization, tax reduction and profit sharing. Then, in deepening the reform of enterprises, what are the main ways to further enhance the vitality of enterprises? To mobilize the behavioral mechanism of enterprises and employees is the most pressing requirement for deepening the reform of enterprises. At present, from the perspective of some of the most dynamic enterprises in China, their vitality is mainly due to the special policies and care taken by the governments at the national and local levels for enterprises. Rely on the authority of the administrative department for the decentralization of enterprises, personnel deployment, business decisions, capital use, etc., obtained by price increase and tax reduction. If this situation continues, it will inevitably bring about three problems: First, the country’s financial resources will be unable to withstand the pressure of excessive or long-term care by the enterprises and reduce the state’s fiscal revenue. Second, the long-term use of such a simple policy of decentralization and tax reduction and profit-sharing policies will inevitably make many comrades in the company accustomed to speaking difficult and objectively everywhere, being too lazy to separate ownership and management rights, and effectively strengthen the internal management mechanism and mobilize the enthusiasm of employees. Make use of the two basic points of employees’ democratic participation in business management.
