中共中央《关于加强党的执政能力建设的决定》指出:加强党的执政能力建设,是时代的要求, 人民的要求,关系中国社会主义事业兴衰成败,关系中华民族前途命运,关系党的生死存亡和国家长治久安。在全面建设小康社会的进程中,依法管理国家和社会事务、经济和文化事业,是提高依法执政能力的重要环节。不断提高司法水平,是贯彻依法治国方略,提高依法执政水平的必然要求。加强党的执政能力建设,必须加强政法机关司法能力建设,有效发挥司法机关惩治犯罪、化解矛盾和维护稳定的职能作用,全面推进政法机关各项工作,为构建社会主义和谐社会提供有力的司法保障。
