考核指标是目标考核体系中最关键、最重要的组成部分,目标考核承载着客观评价政府绩效,加强政府责任、提高政府效率的重任。我国目前目标考核指标体系结合基层政府实践的实证研究还很缺乏,尤其是在指标区分度方面。笔者查阅了国内外的相关研究成果,并通过在湖北省H市的实地调研,整理和分析已有研究成果和实证资料,分析了指标区分度对基层行政的考核制度、政府工作、公务员的影响,并进一步提出了完善的建议。
The assessment indicators are the most crucial and important components of the target assessment system. The target assessment carries the important task of objectively evaluating the government performance, strengthening the government’s responsibility and improving the government’s efficiency. At present, there is still a lack of empirical research on the target assessment index system in our country combined with the grass-roots government practice, especially in the aspect of index differentiation. The author consulted the relevant research results at home and abroad, and through field research in H City, Hubei Province, collated and analyzed the existing research results and empirical data, analyzed the impact of index differentiation on the grassroots administrative examination system, government work, civil servants , And further put forward perfect suggestions.
