中建二局与核工业华兴公司、法国 CB 公司、日本前田株式会社组成核电建设合营公司,以2.25亿美元总包承担了广东大亚湾核电站土建工程任务。通过三年多的施工实践,我们体会到,大亚湾核电站的质量管理与国内的传统质量管理相比,有如下几个主要特点:一、质量保证部门是特殊的权威部门。质量部门由董事会授权按“质量保证大纲”对工程质量进行监督、检查、直接向核电建设合营公司董事会负责。质保人员的素质要求很高,必须会英语,对工程质保大纲及各工种的工作程序比较熟悉,经严格考试合格后,由董事会聘任,一经聘任,公司总经理也不能随便调动或“炒鱿鱼”。质保部门的人员编制,比其他部门要多。如常规岛的工程部只有3人,质保部却有9人。质保部门在现场施工
The China Construction Second Bureau and nuclear industry Huaxing, France CB, and Japan Maeda Co., Ltd. formed a nuclear power construction joint venture company, and took on the task of civil engineering of Guangdong Daya Bay Nuclear Power Station with a total package of US$225 million. Through more than three years of construction practice, we have realized that the quality management of Daya Bay nuclear power plant compared with the traditional quality management in China has the following main features: First, the quality assurance department is a special authoritative department. The quality department is authorized by the board of directors to supervise and inspect the quality of the project according to the “Quality Assurance Program” and is directly responsible to the board of directors of the joint venture company for nuclear power construction. The quality of the quality assurance personnel is very high. They must be able to speak English. They are familiar with the engineering quality assurance program and the work procedures of various types of work. After passing the strict examination, they are appointed by the board of directors. Once hired, the general manager of the company can’t just mobilize or “fry.” The staffing of the quality assurance department is more than that of other departments.
