文章将常用于社会心理学研究的符号互动论运用于对公务员互动着的个体的日常自然环境中去研究公务员群体的工作情况。采用了问卷调查法、个案调查法、实验模拟法等多种调研方法相结合,定性与定量分析相结合的调研方式,并运用了SPSS17.0及问卷星数据分析软件具体分析了辽宁公务员工作状况中磨洋工行为的形成及其影响因素,并提出了打造积极行政文化,构建高尚行政理论价值;引入竞争机制;设置横向可比的工作指标与工作量;建立公平、公正、合理的绩效考评机制和薪酬机制;建立健全公务员工作监督机制;打造精干高效公务员行政队伍等六条积极缓解公务员磨洋工行为的主要措施,为服务型政府建设提供了依据,有助于我国公共服务事业的发展。
