2004年2月29日,上海市市长韩正和铁道部部长刘志军根据上海市城市总体规划和《中长期铁路网规划》,在上海商谈了加快上海铁路建设的重大事项,并就浦东铁路及芦潮港集装箱中心站建设事项达成了纪要。根据纪要,铁道部作了《关于新建上海芦潮港铁路集装箱中心站可行性研究报告的批复》。浦东铁路南段和芦潮港铁路集装箱中心站于2005年12月4日正式开通运营,达到了与洋山港同步建设、同步开通、同步运营的目标。
