2011年7月22日,中共中央政治局召开会议,决定今年10月在北京召开中国共产党十七届六中全会,主要议程即是“研究深化文化体制改革,推动社会主义文化大发展大繁荣”。胡锦涛同志在庆祝中国共产党成立90周年大会上的重要讲话中强调:“要加快文化体制改革,加快构建公共文化服务体系,加快发展文化事业和文化产业。”针对各省(区市)文化体制改革情况,IUD数据分析中心综合各方面数据,创立了文化体制改革评价指标体系,并对各省(区市)进行了测评。
