目前地（市）局输变电工程建设管理体制存在着关系不顺、职责不明、奖罚不明、市场中主、客体关系不明、工程建设不够严肃等弊病。在目前的管理体制下很难实现项目法人制。因此，必须转变观念，解放思想，适应市场经济，积极探索适合地（市）局输变电工程建设特点的新管理体制，尤其要大力实施项目法人制
At present, the construction management system for power transmission and transformation projects of the local (municipal) Bureau has problems such as unsatisfactory relations, unclear responsibilities, unresolved awards and penalties, unclear relationships between the subject and object in the market, and inadequate construction of the project. Under the current management system, it is difficult to implement a project legal person system. Therefore, we must change our concepts, emancipate our minds, adapt to the market economy, and actively explore new management systems that are suitable for the construction of power transmission and transformation projects in the local (city) bureaus. We must especially vigorously implement the project legal system.
