1872年日本政府在英美使节的劝告下对秘鲁国马里亚·老士号船贩卖苦力一案进行了裁判,史称马里亚·老士号事件。为处理此案中国派出了第一位赴日的外交使节陈福勋。就在该事件发生后的第二年,中日双方正式交换了《中日修好条规》的批准书,自此两国以对等的姿态步入了近代外交。在双方交换《中日修好条规》批准书的过程中,直隶总督兼北洋大臣李鸿章和日本外务卿副岛种臣的作用不可忽视。
In 1872, the Japanese government, under the advice of the Anglo-American envoy, conducted a referee on the sale of coolies by the Malian Veteran of the Peruvian State, known as the Malia Veteran. To handle the case, China sent the first diplomatic envoy to Japan, Chen Fook Hsun. Just the year after that incident, China and Japan formally exchanged their instruments of ratification of the “Regulations for Repairing China and Japan,” and since then they have stepped into modern diplomacy in a reciprocal manner. During the exchange of the “ratification agreement on the revision of the Sino-Japanese rule,” Li Hongzhang, governor-general of the Zhili province and the vice minister of the Japanese Foreign Affairs, can not be ignored.
