论文论述了编纂《黑龙江历代方志集成》的重大意义,它是弘扬社会主义核心价值观荣辱观的需要;是继承和弘扬中华传统文化的需要;是弘扬地域文化的需要;是加强方志文化基础建设的需要。编纂好方志集成首先要制订好《黑龙江方志集成》工作方案,制订好凡例,明确志书收录的原则、范围。凡是黑龙江境域内及与黑龙江历史有关的已成稿的志书无论什么版本都应收录;对于在志书编纂过程中或为《黑龙江通志》提供采集资料过程中除已经形成完整志书以外所形成的采集实录、志料、清册亦应收录;伪满时期编写的事情、概况、政况应不应该收录;有完整志书的不收节本;专门的史书不应收录。同时要注意收录志书版本的选择与辨别,增强书名著录的准确性,撰写好提要及总叙,编好人名索引和地名索引。
