In recent years, Japan has jumped to become the world’s largest trade surplus country and creditor country, and it is urgent to find an overseas market for its surplus capital. The sharp appreciation of the yen also prompted Japan to shift some of its products to lower-cost countries and regions. South Korea, which faces Japan across the sea, looks for opportunities to use Japan’s capital and technology to inject new vigor into its continued rapid economic development. At present, the economic and technological cooperation between Japan and South Korea is even closer and has gone beyond the general technical and production areas. Dozens of major corporations in both sides are now establishing strategic cooperation in cross-border markets. Such cooperation between Japan and South Korea exerted some impact on the international market, with the United States having its brunt. Japan has replaced the United States as its largest partner in south Korea. According to statistics, from 1985 to 1987, South Korea gained foreign investment of 7.77
