随着新《国家自然科学基金资助项目资金管理办法》于2015年颁布实施,以前的管理费科目取消,2015年及以后新申请的自然科学基金项目经费分为直接费用和间接费用两大类科目,并且间接费用占的比重较以前的管理费有所提高。以前不允许在国家自然科学基金资助项目中列支在职人员的工资,新《国家自然科学基金资助项目资金管理办法》规定间接费用允许含一定比例的绩效支出预算,作为承担自然科学基金项目的人员奖励,这些无疑对科研院所和科研人员来说都是一种积极的信号。但如何分配、管理和使用好间接费用,对科研院所、课题组和科研人员都是比
