随着社会的发展及人们生活水平的不断提高,军队卫生事业的不断改革和发展,医学模式的转变,医疗设备及条件的不断改善,患者价值观念的变化等因素都对医疗护理工作提出了更高的要求。但在这一严峻的形势下军队则面临着进一步的体制改革,如护理编制中裁减大量的军人护士,增加部分非现役文职护士及招聘大量的合同护士。军人护士的大批转业也造成了护理队伍人员思想不稳定,护理人员的大量缺编,临床线年轻护士比例高等因素均严重影响着临床护理质量及优质服务的质量。服务病人是各级部队医院建设和发展的宗旨。
