退耕还林政策自1999年提出至今已然十余年。在执行这一政策的十余年中,政府扮演了至关重要的角色,可以说政府作用的发挥对该政策的实行产生了决定性的影响。时至今日,这一政策所取得的成就和所发挥的效益世人有目共睹。但不可否认的是,在实施这一政策的过程中政府责任的不适当履行亦严重阻碍了我国退耕还林工作的进程。因此关于退耕还林政策问责机制的研究——即如何建立一套问责机制以规制政府的权力使得退耕还林政策得以更好的实施显得价值重大且意义非凡。
Since the policy of returning farmland to forests has been proposed for more than ten years since 1999. In the more than ten years of implementing this policy, the government has played a crucial role. It can be said that the government’s role played a decisive role in the implementation of this policy. Nowadays, the achievements made by this policy and the benefits it has achieved are obvious to all. However, it is undeniable that the inappropriate performance of government responsibilities during the implementation of this policy has also seriously hindered the progress of the project of returning farmland to forests. Therefore, the research on the accountability mechanism of the conversion of farmland to forest policy - that is, how to establish a set of accountability mechanisms to regulate the power of the government so that the policy of returning farmland to forestry can be better implemented is of great significance and extraordinary significance.
