Addressing the first session of the 11th National Peoples Congress last month, NPC chairman Wu Bangguo announced that a complete legal system with Chinese characteristics had now taken shape in China. He said the necessary basic laws had been adopted and that all future work would center on the refinement and enforcement of existing laws.
