我国正处于应急管理“建管并重”的推进阶段,加强对应急机制建设的创新研究有着非常重要的意义。本文通过对应急管理机制的内涵和体系框架构成的新辨析和新界定,借鉴发达国家应急管理建设的成功经验,立足当前我国应急管理工作的实际情况,对应急管理机制建设中亟待建设和规范的风险管理及保险机制、信息管理机制、信息发布及舆情引导机制、利益诉求机制、监察考核问责机制等5个关键薄弱环节进行了创新探析。
