Urban citizens are basically able to implement the one-child policy. However, in the vast majority of rural areas, they are still the weakest link in implementing the national policy of family planning. There are not many families in rural areas who have two or three children. When the local government finishes its plan of birth control and lightens the peasants’ burdens, it sometimes makes conceal of the actual population so that many rural areas have a large number of “black children” without an account.
