立法听证是发扬民主,确保立法符合民意及保障公民政治参与权的重要途径。目前,已有广东、上海等10多个省、直辖市以及武汉、沈阳等较大市的人大常委会、专门委员会或者工作机构举行过立法听证会。实践证明,它是公民参与立法的好形式,实现『民主立法和立法为民』的有效手段。 Legislative hearings are an important way to carry forward democracy, ensure that legislation complies with public opinion and protect citizens’ right to political participation. At present, legislative hearings have been held in more than 10 provinces and municipalities such as Guangdong and Shanghai, as well as in the larger cities such as Wuhan and Shenyang, where special committees or working bodies hold legislative hearings. Practice has proved that it is a good form of citizen participation in legislation and an effective means of achieving “democratic legislation and legislation for the people.”
