一、口岸功能相对弱化制约上海外贸的发展随着国际贸易新格局的形成和国内其他口岸的发展,上海口岸的地位和作用已经明显下降,这不仅同上海经济和社会的发展不相称。而且制约了上海外贸主动力作用的发挥。1.口岸设施建设滞后。一是吞吐能力严重不足。1993年吞吐能力缺口为48%,1994年为32%。二是缺乏深水岸线,进出的船只一般只能在3万吨以下,第3、4代集装箱轮难以进入上海港,严重制约了上海进出口运输的发展。三是建设资金严重不足,每年在设法解决问题时,新增的任务又在加剧这一矛盾。在现有投资体制下港口建设资金的投入与大口岸建设的需要相比,几乎是杯水车

Relative Weakening of Port Function Restricting the Development of Shanghai Foreign Trade With the formation of a new pattern of international trade and the development of other domestic ports, the status and role of the Shanghai Port have dropped markedly. This is not only not in line with Shanghai’s economic and social development. But also restricted the exertion of Shanghai’s foreign trade initiative. 1. Port facilities lagged. First, a serious shortage of handling capacity. The throughput gap was 48% in 1993 and 32% in 1994. Second, the lack of deep-water coastline, the general access to the vessels only 30,000 tons less than the third and fourth generation container ships difficult to enter the port of Shanghai, severely restricted the development of Shanghai’s import and export transport. Third, there is a serious shortage of funds for construction. Every year while trying to solve the problems, the new tasks are aggravating this contradiction. Under the existing investment system, the investment of port construction funds is almost the same as that of the construction of large ports.
